can i access IQConnect.exe by TCP from another computer(192.168.0.X) in the same LAN?
i mean not from 127.0.0.1

I responded to this via email but I'm also responding here for the benefit of future readers.

IQFeed restricts all connections to the local machine due to restrictions by the exchanges prohibiting redistribution of data.
