It seems that many (more than usual) news stories are coming up empty of content. A couple of examples:
The first as seen in my program: N,FLY,21077737284,:BTU:,20100509 213915,Peabody submits A$15 per share cash offer for controlling stake in ...
<?xml version='1.0'?> <news_stories> </news_stories>
The second as seen from telneting to localhost 9100: NN:13992439;<?xml version='1.0'?> <news_stories> </news_stories>
!ENDMSG!
Is this unusual?

Yes, that should be unusual. However, I did notice that the news server will return an empty XML doc when you request a newsID that doesn't exist. Your second example seems to be just the case. Did you receive that newsID from the streaming headlines?
The first example seems quite odd to me and I am unable to duplicate it. I get text in the news story when I make that request. It is the same as the headline data but that is typical for stories from the FLY source.
