The DTN.IQ Level II viewer shows milliseconds in the market depth but there is no millisecond value in the TIME field on the Quote message.
Does the DTN.IQ Level II viewer receive this value because its "special"?

Actually, the Level II app show seconds, not milliseconds and it shows it to a resolution of 2 seconds. Yes, it receives this value because it was special, and was re-written to handle seconds earlier than the rest of the application/feeds.

We have a few good things in development on the servers right now. This is one of them. Our main issue is not breaking all of the legacy clients out there (although we will break some of them in order to improve the product as a whole). As soon as we have a better timeline on the development, we will post information about the changing coming in the server as well as an ETA.
